Jumma Chatra Janata Issues Emergency Declaration Following Khagrachhari and Guimara Violence

According to the statement, a second round of talks was held on October 1 with key administrative officials, including the Chairman of Khagrachhari Hill District Council, Deputy Commissioner, Superintendent of Police, local heads of NSI and DGFI, the NDC, and ASP (Investigation). During the discussion, Jumma Chatra Janata reiterated their eight demands, called for the withdrawal of Section 144, and sought exemplary punishment for those responsible for killings allegedly carried out by military personnel and settlers.

The administration reportedly assured implementation of the demands and announced immediate cash support of BDT 50,000 for the families of victims.

Protest Against Media “Conspiracy”

Jumma Chatra Janata strongly condemned what they described as a “malicious conspiracy” involving the deliberate disclosure of sensitive information from a rape case to the media without court approval. The group alleged that this move was intended to humiliate the victim and undermine the ongoing movement.

In their statement, they termed it not only a “cruel insult to the victim” but also a “blatant state conspiracy to obstruct justice.” They demanded that those responsible be brought to trial and given exemplary punishment.

Reaction to Comments on Student Leaders

The organization also expressed protest against critical remarks made by advisor Babu Supradip Chakma towards student leader Ukyanu Marma and six representatives of Jumma Chatra Janata. While acknowledging that Supradip Chakma later admitted his mistake, the group urged him, as a guardian-like figure and representative of the hill people, to play an active role in ensuring the quick implementation of their eight-point demand.

The Eight Demands

The platform outlined the following demands for urgent implementation:

  1. A legal guarantee from the administration to prevent any attacks, arrests, baton charges, or communal assaults during and after negotiations.

  2. Immediate arrest and exemplary trial of the remaining two rape case suspects; speedy trial of the already arrested accused with official gazette notification; adequate financial compensation and rehabilitation for the victim.

  3. An independent judicial inquiry into the killings, looting, arson, and shootings in Khagrachhari and Guimara on September 27–28, with a full report to be delivered within 10 days.

  4. State compensation for damages caused by arson and attacks on unarmed civilians; full medical expenses for the injured to be borne by the district/state authorities.

  5. Legal action against those responsible if peaceful protests are disrupted through army support or infiltration.

  6. Immediate and unconditional release of all detained activists linked to the movement; transparent investigation and accountability for the September 27–28 attacks.

  7. Financial support of BDT 20 lakh for families of those killed, BDT 10 lakh for the severely injured, BDT 2 lakh for the moderately injured, and BDT 5 lakh for each family whose homes, shops, or property were damaged.

  8. Withdrawal of the ISPR’s statement linking Jumma Chatra Janata and its coordinator Ukyanu Marma with the UPDF, along with prompt legal action against online propaganda and misinformation about the hill region.

Warning of Escalated Movement

The statement concluded with a warning that if the demands are not met without delay, Jumma Chatra Janata will intensify its movement into a stronger and more unyielding phase.
